MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE METHODIST SCHOOLROOM ON TUESDAY 13 DECEMBER 2011 AT 7.30 pm

Apologies for absence had been received from Squadron Leader Jerry Neild.  Parish Councillors Mrs L Arbour,  Mr T Gossage and Mr T Fothergill.

 

1.            MINUTES

 

Resolved:   That the Minutes of the meeting held on the 8 November 2011 previously circulated be approved and signed by the Chairman.  This was proposed by Mr Denney and seconded by Mrs Eade.

 

2.            MATTERS ARISING AND CORRESPONDENCE

 

Mrs Raburn the Chairman said she had hoped Councillors Lawrence and Storey would be at the meeting, so she could thank them for helping to sort out the situation we had, when it was found out that both Brandon Railway crossing and Lakenheath Railway crossing were to be closed on the same weekend.   Mr Denney said that other people in the village had also rang about this matter.  Finally it was decided that Brandon would be closed but Lakenheath would be controlled by traffic Lights.    The clerk contacted John Eccles of Network Rail who had said he would let us know when the work would be taking place and send flyers to properties most effected.  The clerk received apologies for their lack of prenotification of the works taking place!!

 

Horse Chestnut Tree:   Linda Arbour, who cannot be at this meeting has e mailed to inform the council that the Village Magazine’s donation for the tree is £200.00.  The clerk has heard from two more parishioners who would like to contribute to the replacement fund.  The clerk has telephone numbers for all concerned.

 

Allotments:    The clerk informed the council that the last vacant allotment has now been taken, and that she has someone on the waiting list should one become free.

 

Highway and Community Ranger Visit:   The clerk has received an E-mail informing the Council that the Rangers visited Hockwold on 14 November 2011 and carried out the following work:  Strimmed round the village signs,  Cleared Carriageway edge and swept footpath at the end of South Street, trimmed hedge round 30 mph sign in Nursery Lane and cleared mud and swept carriageway in Malts Lane.  They will monitor Church Lane and when the leaves have finished falling they will arranged for a digger to attend site and clear the mud and leaves.

Parish Precepts:    Parish Precepts for 2012/2013 have been requested to be sent in by 31 January 2012, The clerk has started work on them, but feels it might be difficult to get them done by 10 January meeting, if this is not possible she will contact Borough Council and say they will be sent in after our February Meeting.

 

Boundary Road/Reeves Lane:   After our November meeting the clerk had received a E Mail from our PCSO Esther Bortz apologising for missing the meeting, but saying she has heard that residents in these two road are being bothered by motor bikes cutting through from Boundary Road into the Lane then racing to the open ground beyond.  The residents would like a kissing gate put in to prevent access to bikes.  She has spoken to Freebridge Housing who own the property in Boundary Road.  Freebridge have agreed if the residents pay half the cost.  Reeves Lane is unadopted lane, who owns the lane? The clerk has also received an E-mail from Adelle Mulholland Housing Officer of Freebridge, asking if she could attend our Parish Meetings.  This matter was discussed a few years back but a kissing gate would make it difficult for pushchairs and mobility scooters to get through.  It was agreed that the clerk should invite Adelle Mulholland to our next meeting on 10 January 2012.

 

Planning Department:    A letter has been received from the Borough Council Planning asking if they can send out by e-mail weekly lists of planning applications received.  It was agreed that this would be alright as long as we still continue to received hard copies of plans for discussion.

 

Side Table:   Leaflet entitled ‘Dynamic Fireworks’ company selling fireworks for the Jubilee in June 2012.  Norfolk Gritting Routes, supplied by NCC Highways.

 

3.            PLANNING APPLICATIONS/PERMISSIONS/REFUSALS

Location – Twelve Acre Farm                                              Hockwold, Thetford, IP26 4JU

Details – Retrospective application for the construction of three chicken runs and a timber shed.

As the Council have applied for enforcement on a log cabin, the council felt they needed confirmation that this timber shed was not in fact the Log Cabin.  It was agreed that the clerk should ring Planning tomorrow and confirm this fact, then phone round the Councillors to get their decision and then let Mark Knightly at planning know by E-mail and confirmation in post.

This the clerk did,  this timber shed is not the log cabin this is still to be discussed.  The clerk rang all the councillors at the meeting, they have no objections to the three chicken runs and the timber shed.  This fact was e-mailed to Mark Knightly well before the due date.  Every councillors said no objections.

Details – Outline application – Erection of 1 chalet bungalow at The Nook, Reeves Lane. Hockwold, IP26 4LS.  It was proposed by Mr Denney and seconded by Mrs Eade that no objections be raised to this application, but point out this will mean more vehicles coming out of Reeves Lane, which is an unadopted lane, there is often difficulty with visibility, getting out into Mill Lane.  Hopefully Highways will be consulted on this application and will check the entrance.

It was proposed by Mrs Barrett and seconded by Mrs Sismey that these accounts be paid.

 

5.            ANY OTHER BUSINESS

 

Plovers Way:    Mrs Arbour reported that the road at the top of Plovers Way on the College Road Estate has a large dip due to the road sinking, also there is a hole in Station Road near to the New Inn public house  The clerk will report these matters to Highways.

 

Lights:               It was reported that a light is out in Main Street at the Station road end.  The clerk will report this matter.

 

Daffodils:   Mrs Sismey reported that the daffodil bulbs have been planted, around the Hockwold signs, at the bottom of Mill Drift,  and the last few at the entrance to Malts Lane.

 

Church Lane/Nursery Lane:   The gully’s down both of these lanes need to be cleared out before we get a lot of rain.   The clerk will report this matter to Highways.

 

Allotments:   Mrs Barrett asked if all the allotment holders could have a list of everyone who has an allotment.  After some discussion it was felt this would not be right due to data protection.  If anyone has a complaint regarding another allotment they should contact the clerk.

 

Highways:    It was reported that the footpaths on the estate have not been attended to yet and also the pothole at the entrance to Peacock Close has not been filled in.  The clerk will write to Highways again about these matters.

 

Poppy Appeal:   Mr Denney reported that the Poppy appeal  in the village this year raised £1007.09 which is very good considering that Feltwell raised £1300 and they are a much larger village.

 

Cross Hill:   Miss Johns said how neat and tidy the Cross Hill looks after the grass has been cut and the weeds cleared and bushes cut back around the cross.

Dog Fouling:    It was reported that there is an increase in dog fouling around the village.  Some people have had it thrown into their gardens, and some people hang the polythene bags in trees.

It was agreed that this matter should be put into the next Parish report in the village magazine.

 

B us Timetables:   Mrs Eade pointed out that the village has no bus timetables on or near the bus stops.  The clerk will contact the bus company’s about this matter.

 

6.            DATE OF NEXT MEETING

 

It was agreed that the date of the next meeting of the council should be on 10 January 2012.

 

As there was no other business the Chairman Mrs Raburn wished everyone present a Very Merry Christmas and a Happy and Healthy New Year.

 

The meeting closed at 8.20 pm.
