Apologies for absence had been received from Parish Councillors Mr M Denney and Mr T Gossage and Squadron Leader J Neild.
Resolved: That the Minutes of the meeting held on the 9 September 2014 previously circulated be approved and signed by the Chairman. This was proposed by Miss R Johns and seconded by Mrs Sismey.
2. MATTERS ARISING AND CORRESPONDENCE
NALC Weekly Updates: Councillors had all received these weekly updates and there were no queries from anyone.
Lakenheath B1113: Markings have appeared at the site, so hopefully this means work will begin soon.
Allotments 2014: The clerk reported that she had sent out renewal agreements to allotment holders. Five allotment have been given up, two of these have already been taken on, so we now have four vacancies. Mrs Raburn will put details in the magazine regarding these vacancies and also remind allotment holders that the rental money should be sent to the clerk by the end of October.
Kerbside Recycling Revolution: Notification was received the day after our September regarding new items that can now be placed in the green bin. Details of these alterations have been passed to the Village Magazine for the next issue. These items include plastic food pots tubs and trays, juice and soup cartons and glass bottles and jars. Information will be delivered to every resident within the next few weeks.
Elizabeth Truss’s Monthly Report: Copies of this report has been forwarded to all the councillors.
www.Oil-club.co.uk: Details have been received regarding the Oil-Club. This enables members to order oil on-line to secure the best bulk rates. Just log on to the web site, which is free to place an order. Council members have all been given a copy of this letter.
Bt Payphones: Notification has been received the BCKLWN that BT intends to remove certain payphones within the County. This will include Hockwold’s remaining payphone next to the bus shelter. The Councillors discussed the matter and agreed that there was very little money when it was last emptied, so many people have mobiles now that phone booths are just not used. The clerk will ring the Borough Council and inform them of this decision.
NCC Budget and Priorities for 2015/18: A total projected shortfall over this period of £147.5m is predicted. With a forecasted need to cut expenditure of £17.5m in 2015/16. Difficult decisions will have to be made from front line services. Work on the budget is ongoing at this time. Mr Storey, who was present at the meeting, said that the matter was not helped by the pull out of the recycling project at King’s Lynn. These details will have to be given consideration when debating our precepts for the coming year in January 2015.
Beat the Coal Price Increase with Affinity: The clerk has received from Norfolk Rural Community Council details and prices for bags of and Smokeless fuel House coal. All the councillors have been given a copy of this information.
Norfolk RCC Newsletter: All the Councillors have been given a copy of this letter.
NRCC has also sent out a list of books that the Society of Locals Council Clerks have, one of them is ‘Governance and Accountability for Local Councils’ which the Auditors referred to when making a comment in the last Audit. It was proposed by Mrs Eade and seconded by Mrs Arbour that the clerk should send for a copy. Every Councillors agreed/
Introductory Training for Clerks and Councillors: Dates venues and times for all the forth-coming meetings have been received. Councillors have all got copies of these, and also details of a workshop entitled ‘Polish up that press release workshop.

Details – Replacement of existing oil boilers x 2 with highly efficient renewable energy wood pellet boilers x 2.
Hockwold Parish Councillors had no objections to this application. Proposed by Mrs Arbour and seconded by Mrs Barrett.

Details – amendment details in respect of the above planning application. Parking Spaces.
Hockwold Parish Councillors stated that the two parking spaces per house were adequate for the accepted plans for three bedroom houses. This new plan shows 3 parking spaces for each house which is required for four/five bedroom houses which have been built.

A site visit was made on 1 September 2014 – The appeal is dismissed.

It was proposed by Miss Johns and seconded by Mrs Eade that these accounts are paid.
5. ANY OTHER BUSINESS
Parish Partnerships: Mr Storey asked if the Council had heard about Parish Partnerships for this year. He clerk will chase this matter up.
Hockwold Charities: Mrs Arbour said that this Village Charity should have three members of the Parish Council on its Committee, at present there is two, Mrs Arbour and Mrs Sismey. There is only one meeting every year. Miss Johns said she would be willing to go on the committee.
Potholes: Mrs Sismey said she had seen one in Main Street, will let the clerk know where.
Flashing Light: The School Light is flashing approaching the village green coming from Weeting end of the village, the clerk will report this malfunction.
Pothole- Red Lion: There is a pothole outside the Red Lion near the Cross Hill Green. The clerk will report this matter to Highways.
6. DATE OF NEXT MEETING
The next meeting of the Council will be on 11 November 2014 at 7.30 pm. As there was no other business the Chairman closed the meeting at 8.30pm.
